Dr. Irish Horsey is a construction executive advancing workforce strategy, digital transformation, and institutional innovation across the built environment. As Director of Industry Advancement at Procore Technologies, she leads national initiatives that connect technology adoption, education modernization, and enterprise performance to position talent as critical infrastructure. With over two decades of experience spanning industry, higher education, and the public sector, Dr. Horsey operates at the convergence of AI-enabled project delivery, capital program readiness, and workforce ecosystem design. Her work reframes workforce development as a strategic lever for competitiveness, advising executives, deans, and coalitions on scaling innovation and preparing talent to lead the industry’s future.

Dr. Horsey holds a Ph.D. in Building Construction from the Georgia Institute of Technology—where she became the first Black woman in the program’s history to earn the degree—as well as an M.B.A. and a B.S. in Construction Science Management from Tuskegee University. A recognized thought leader featured by Forbes, ENR, and the National Institute of Building Sciences, she serves on the AGC California Construction Education Foundation Workforce Committee and the AGC Education and Research Foundation Scholarship Committee. She is also the author of You Can Be Here: A Woman’s Guide to Construction Careers, a blueprint for technological fluency, representation, and leadership development in construction.
